台電在簽約的時候其實是可以要求承包商負起無限責任，也就是一旦反應爐發生事故，承包商要負全責。不幸的是這樣的要求當初只是為了逼退奇異的競爭者法商法馬通公司(Framatome)，而台電與奇異所簽的合約中就免除了奇異公司對機組安全應負的最終責任。
